The OEWG was renewed for the years 2021–2025 in December 2020 (A/RES/75/240). The OEWG began its subsequent order (2021-2025) with the authoritative meeting held in June 2021.
The main obstacle after the OEWG’s three substantive sessions in December 2021, April, and July 2022 is still non-state stakeholders’ participation in the process. In spite of the conflict in Ukraine, some progress was made in capacity building and confidence-building measures.
Delegations came to an agreement on the Annual Progress Report in July 2022. Delegations came to an agreement on the second Annual Progress Report in July 2023. For future negotiations, annual progress reports serve as a road map.
